With the engine running, measure AC output across the stator leads and compare with your service manual, then check resistance between phases and to earth with the engine off. A shorted or open winding, or continuity to earth, means the stator has failed.

Will a failed regulator damage a new stator?

Yes - a shorted regulator/rectifier can overload the windings. Test the regulator before fitting a new stator, or you may lose the new part the same way.
